JE Dunn Construction built a new 19,000-square-foot, central utility plant (CUP) and expanded and upgraded the existing Stephen F. Austin Building (SFA) central plant to provide district cooling to the Capitol Complex. Both plants physically operate as one plant even though they are geographically separated. This was achieved by mechanically tying the plants through an existing underground utility tunnel.
